Executive Summary
Since the introduction of IFRS 17 and the Korean Insurance Capital Standard (K-ICS) in 2023, Korean insurers have operated under a framework in which liability valuation and risk-sensitive capital requirements respond more directly to changes in interest rates, actuarial assumptions and market conditions.

4. A Practical Framework for Korean Insurers
- Identify the Binding Risk: Break down the portfolio’s required-capital drivers across insurance, interest-rate, market, lapse and other relevant risk modules.
- Match Structure to Risk: Use YRT for targeted insurance-risk transfer, coinsurance for broader block transfer, and Mod-Co where broader economics need to be transferred while greater asset control is retained.
- Measure the Transaction, Not the Cession Rate: Compare pre- and post-transaction required capital, available capital, transaction cost and accounting effects rather than relying on headline ceded percentages.
- Price Counterparty Risk: Reinsurance recoverables create exposure to the reinsurer, so credit quality, recoverability and eligible collateral arrangements must be incorporated into the economic analysis.
- Confirm Regulatory Recognition: An economically attractive structure may fail as a capital-management solution if the intended risk mitigation is not recognized under applicable K-ICS requirements.
