Why Life-Style Coinsurance Does Not Automatically Fit Korea’s Long-Term Non-Life Health Portfolios

Korea’s non-life insurance market has an unusual structural feature: long-term insurance represents more than half of the sector’s premium mix, with health and protection business creating liabilities that can extend for decades. This gives Korean non-life insurers some balance-sheet characteristics more commonly associated with life insurers.

Yet the economic profile is different. Many Korean non-life health portfolios are protection-heavy rather than savings-heavy, meaning that a life-style asset-intensive coinsurance transaction may not always address the risks that actually drive K-ICS required capital.

The more relevant question is therefore not whether Korean non-life insurers should copy life-insurance coinsurance, but which risks should be transferred and which reinsurance structure best matches them. Korea’s non-life insurance sector does not fit neatly into the conventional global distinction between life and property-casualty insurance.

Long-term insurance represents more than half of Korea’s non-life premium mix. KIRI data show that long-term insurance accounted for 53.3% of direct premiums in 2024, while its share reached 61.1% in the third quarter of 2024. A substantial portion of this business consists of long-duration health and protection coverage.

That creates a balance-sheet challenge familiar to life insurers: liabilities stretch far into the future, and profitability depends on long-term assumptions about claims, lapses and policyholder behavior. Yet the underlying economics are not identical to those of a savings-heavy life block.

Since IFRS 17 and K-ICS were introduced in 2023, changes in interest rates, loss-ratio assumptions and other actuarial inputs have become more visible in insurers’ financial positions and solvency management.

Traditional full coinsurance transfers a broad share of policy liabilities and related risks. The assets supporting those liabilities are also typically transferred to the reinsurer, depending on the treaty structure.

This can be highly effective for asset-intensive life blocks where legacy guarantees, interest-rate risk and asset-liability management are central to the transaction.

Korean long-term non-life health portfolios may have a different risk hierarchy. The key capital driver can be insurance risk itself rather than the investment economics associated with a large savings reserve.

In such a portfolio, transferring an entire asset-liability package may be broader than necessary. A more efficient structure may begin by identifying the specific insurance risks that consume capital and transferring those risks selectively.

3. Korea Is Structurally Different — But Not an Island

Cross-market comparison helps explain why Korea requires a more tailored approach.

In Taiwan, non-life insurers are generally restricted to injury and health policies with terms of less than one year and no guaranteed renewal. Qualified insurers may apply to offer policies with terms of less than three years, still without guaranteed renewal.

Japan takes a different institutional route. Major non-life insurance groups operate separate life-insurance subsidiaries, providing a distinct corporate channel for long-duration life and health business.

Korea, by contrast, has developed a significant long-term health and protection portfolio directly within non-life insurers. That combination is not necessarily unique in every respect, but it is sufficiently unusual to make simple transplantation of overseas reinsurance solutions difficult.

4. The Solution Is Risk-Specific Structuring

The answer is not simply “low-asset Mod-Co.” Mod-Co is only one tool, and it solves a specific problem.

A Korean non-life insurer should first decompose the portfolio’s capital profile: morbidity, lapse, interest-rate, market and other risks. The appropriate reinsurance structure should then be matched to the risk that actually drives the economic and regulatory burden.

  • Targeted insurance risk: YRT-style or risk-premium structures can transfer selected morbidity or protection risks while leaving the investment portfolio with the cedant.
  • Broader policy economics: Coinsurance may be appropriate when a wider share of policy liabilities and risks needs to be transferred.

Korea’s non-life dilemma is not that the global reinsurance market lacks tools. The problem arises when a structure designed around a different balance sheet is treated as a ready-made solution.

Under K-ICS, the starting point should be economic substance: Which risk is consuming capital? How much of that risk should be transferred? What does the transaction cost? And will the intended risk mitigation receive regulatory recognition?
