K-ICS Recognizes Longevity Risk. The Market Infrastructure Is Another Question.
Executive Summary
Korea already recognizes longevity risk under K-ICS. The question is no longer whether insurers should measure the financial effect of policyholders living longer than expected. The more difficult question is whether that risk can be transferred efficiently through longevity reinsurance, swaps or capital-market solutions.
A longevity swap does not necessarily involve selling or transferring the underlying insurance contracts. An insurer may retain the policies and supporting assets while transferring a defined portion of longevity risk to a reinsurer or another risk-bearing counterparty. 7. 아시아에는 이미 선례가 있다
한국이 처음부터 모든 것을 새로 발명해야 하는 것은 아닙니다.
2022년 싱가포르의 Income은 Swiss Re와 annuity book의 미래 장수경험을 공유하는 longevity arrangement를 체결했습니다.
이 거래는 보험계약자가 예상수명보다 오래 살 경우 발생하는 추가 연금지급 위험을 Swiss Re와 공유하는 구조였습니다.

8. 그리고 가장 먼저 물어야 할 질문

9. Why It Matters
한국은 이미 장수위험을 측정하는 단계까지 왔습니다.
그러나 위험을 측정하는 것과 그 위험을 시장에서 실제로 이전할 수 있는 것은 서로 다른 단계입니다.
Longevity Swap과 ART의 한국시장 가능성은 결국 새로운 금융기술을 얼마나 빨리 도입하느냐의 문제가 아닙니다.

1. Korea Already Measures Longevity Risk
Korea does not need to be convinced that longevity is an insurance risk.
K-ICS explicitly introduced longevity, lapse and catastrophe risks that had not been separately recognized under the former RBC framework. Transitional measures were initially provided to phase in the capital effect of these newly recognized insurance risks.
The regulatory framework therefore already requires Korean insurers to hold capital against the possibility that annuitants or other lifetime-benefit policyholders live longer than expected.
That does not mean longevity is a dominant capital driver for every Korean life insurer. Product mix, annuity exposure, policyholder behaviour and natural hedging against mortality business can materially reduce or increase its relevance.
Any transaction should therefore begin with materiality: is longevity actually consuming enough capital to justify transferring it?
2. A Longevity Swap Is Not the Same as Selling the Policies
This distinction is particularly important in Korea.
A statutory transfer of insurance contracts moves the underlying insurance obligations to another insurer and is subject to a specific approval and policyholder-protection process under Korean insurance law.
A longevity swap need not do that.
The original insurer can remain responsible to the policyholder, continue administering benefits and retain the supporting assets, while transferring a defined portion of longevity risk to another risk-bearing counterparty.
Economically, the insurer typically pays a predefined stream based on expected survival or benefit payments, while the protection provider pays an amount linked to actual longevity experience.
If policyholders live longer than expected, the longevity protection offsets part of the additional payment burden.

3. Korea Has Been Thinking About This for Years
Longevity risk transfer is not a new topic in Korean insurance research.
A 2018 Korea Insurance Research Institute study examined reinsurance, longevity swaps, longevity bonds and other insurance-linked securities as possible tools for managing longevity capital.
The study made a point that remains highly relevant today: capital-market longevity transfer would require the solvency framework to recognize the risk-mitigation effect of the instrument.
Since then, K-ICS has formally incorporated longevity risk into required capital.
What is less clear from current public rules and market precedents is how a standalone Korean longevity swap, index hedge or longevity-linked security would be recognized in practice for K-ICS purposes.
Korea has therefore made substantial progress in measuring longevity risk. The next question is how different forms of longevity risk transfer would work—and be recognized—in actual transactions.
4. Coinsurance Offers a Useful Precedent
Korea’s experience with coinsurance illustrates why regulatory clarity matters.
In 2020, the supervisory rules were specifically amended to introduce coinsurance and permit solvency recognition of market-risk transfer, including interest-rate risk, in addition to traditional insurance-risk transfer.
The lesson is not that longevity swaps require exactly the same regulatory process.
It is that economic risk transfer and regulatory capital recognition are separate questions. New balance-sheet structures are easier to design and implement when their legal form, reporting treatment and solvency consequences are sufficiently clear.

6. Reinsurance May Be the More Realistic First Route
If a Korean longevity risk-transfer market develops, bespoke bilateral reinsurance may be a more practical first route than a fully capital-market-funded ART instrument.
This is an analytical inference based on the current public framework and international market experience, rather than a statement of regulatory approval for any specific structure.
Korea already has a functioning reinsurance framework, established relationships with international life reinsurers and a solvency system that explicitly measures longevity risk.
A bespoke indemnity-style structure based on the actual survival experience of a defined annuity portfolio would therefore sit relatively close to existing insurance and reinsurance infrastructure.
By contrast, index-based swaps or longevity bonds would require additional infrastructure, including a credible longevity index, management of basis risk, investor demand, SPV or other legal issuance structures, and clarity on K-ICS recognition.

7. Asia Already Has a Precedent
Korea would not be inventing longevity risk transfer from scratch.
In 2022, Singapore insurer Income entered into a longevity arrangement with Swiss Re covering future variations in its annuity book. The arrangement shared payments associated with annuitants living beyond expected lifetimes.
In March 2026, Swiss Re announced a US$2 billion U.S. longevity reinsurance transaction and said it had completed more than 30 longevity transactions across the UK, Netherlands, Singapore and Australia.
Longevity risk transfer is therefore not an experimental concept.
For Korea, the key question is not whether the technology exists, but how it can be structured within Korea’s legal, accounting and K-ICS framework.
8. Start With the Balance Sheet, Not the Product
A longevity transaction is useful only if longevity risk itself is sufficiently material to the insurer.
Before discussing a specific structure, insurers should therefore begin with six questions:
- Is longevity actually a material K-ICS capital driver?
- How much longevity risk remains after allowing for natural hedging against mortality exposure?
- Which annuity or lifetime-benefit portfolio is most suitable for risk transfer?
- How much genuine longevity risk would actually leave the balance sheet?
- Would the recognized K-ICS capital benefit exceed the total transaction cost?
- How would counterparty exposure be managed over a transaction that may last for decades?
9. Why It Matters
Korea has already reached the stage where longevity risk is measured.
But measuring a risk and having a market in which that risk can actually be transferred are two different stages.
The future of longevity swaps and ART in Korea therefore depends less on how quickly sophisticated foreign structures can be imported, and more on how legal form, K-ICS recognition, accounting, collateral and counterparty risk management can be aligned within an executable transaction structure.
The most useful question today may therefore not be:
“When will Korea execute its first longevity swap?”
It may instead be:
“What needs to be clarified first before an actual transaction can be considered?”
