FX Mismatch, TW-ICS and the Search for Capital-Efficient Risk Transfer

Executive Summary

Taiwan entered a new insurance regime in 2026 with the simultaneous implementation of IFRS 17 and the Taiwan Insurance Capital Standard (TW-ICS). For its life insurers, the transition arrives on top of a long-standing structural issue: an unusually large share of assets is invested overseas, while most policy liabilities remain denominated in New Taiwan dollars.

At mid-2024, foreign investments represented about 70% of the industry’s available funds. FX hedging swap costs reached a record NT$385.1 billion in 2024, illustrating the economic burden created by the currency mismatch. 新制度固然重要,但它並不是台灣壽險業核心資產負債問題的起因。真正的結構性問題,是壽險公司多年來為支應長期本國保險負債,而累積了規模龐大的海外資產組合。

截至2024年6月底,台灣壽險業可運用資金為新台幣32.52兆元,其中海外投資達新台幣22.78兆元,占70.05%。由此形成的幣別錯配,已成為台灣壽險業最具代表性的財務風險之一。

1. 這條鋼索由三條風險交織而成

台灣壽險業的挑戰,可以從三項彼此交互作用的結構性因素來理解。

第一,壽險公司承擔的是長期保單負債。第二,由於國內固定收益市場的深度與收益率有限,壽險公司長期建立了規模龐大的海外債券投資組合,其中多數以外幣計價。第三,TW-ICS導入了更具風險敏感度的經濟資本衡量方式。

因此,問題不只是資產與負債的久期錯配,同時也是貨幣錯配。

避險可以降低這種錯配所帶來的風險,但並非沒有成本。台灣金融監督管理委員會的統計顯示,2024年外匯避險的換匯成本達到歷史新高的新台幣3,851億元。

2025年新台幣快速升值,更進一步凸顯了未完全避險的剩餘風險。當時台灣壽險公司合計持有約7,000億美元的海外資產,而其外幣曝險並未完全避險。

2. 十五年的過渡期代表的是時間,而不是風險消失

台灣金管會刻意透過過渡措施,降低新清償能力制度導入時的衝擊。

符合條件的保險公司可自2026年1月1日至2040年12月31日申請部分選擇性過渡措施。利率風險資本在初期可按不低於50%的比例認列,再逐步提高至完整認列;包括長壽風險與解約風險在內的部分新增風險模組,也可以分階段納入。

這是一項重要的監管緩衝機制,但不應誤解其經濟意義。

過渡措施並不會消除既有風險。 它只是給予保險公司更多時間,在完整資本要求逐步反映之前,重新調整資本結構、改善ALM、累積保留盈餘、調整商品設計,並發展其他風險管理方案。

3. TW-ICS揭示了外匯問題,但並不是它造成的

Coinsurance可以將較廣泛的保險風險及資產負債相關經濟利益移轉給再保險公司。Funds Withheld或Modified Coinsurance(Mod-Co)等資產留存型結構,則可能讓支持資產繼續留在原保險公司,同時依照合約分配相關經濟風險。

這樣的概念對台灣尤其具有意義,因為大規模移轉海外資產本身,也可能帶來營運、監管或外匯管理上的複雜性。

但目前公開資料尚不足以支持「台灣壽險市場已普遍進入Funds Withheld Coinsurance熱潮」這樣的說法。學術界與市場對Coinsurance作為資本及外匯風險管理工具的研究與關注確實正在增加,但監管處理、交易定價及重大風險移轉要求仍然是關鍵。

5. 台灣的再保險結構需要解決哪些問題

如果Structured Reinsurance要在台灣成為真正有意義的解決方案,就不能只停留在「採用Coinsurance」這個層次,而必須回答幾個更具體的問題。

  1. 明確界定要移轉的風險: 必須先確認目標是降低保險風險、移轉利率風險、移轉外匯風險,或同時處理多種風險。
  2. 為外匯風險定價: 如果再保險公司承擔FX Risk,該風險的經濟成本與結算機制將成為交易經濟性的核心。
  3. 決定資產如何處理: 應比較傳統Coinsurance,以及在適當情況下採用Funds Withheld或Mod-Co等資產留存型結構。
  4. 納入交易對手風險: 透過再保險降低市場風險的同時,可能形成大額再保險應收款,因此也會產生新的再保險公司信用風險。
  5. 確認TW-ICS是否認列: 即使交易在經濟實質上完成了風險移轉,仍必須確認該結構是否能在TW-ICS下獲得預期的風險緩釋認定,才能真正達成資本管理目的。

6. 韓國應該從台灣觀察什麼

韓國需要從台灣學習的,並不是「Funds Withheld Coinsurance就是台灣的答案,所以韓國也應該採用同樣的答案」。

更重要的教訓其實是時點。

在監管制度尚未完全把結構性風險反映為資本成本之前先行管理,與等到資本成本已經成為約束之後再重新調整資產負債表,兩者之間存在很大的差異。

台灣取得了相當長的過渡期。這段時間本身具有價值,但只有在真正用來改變既有經濟結構時,時間才有意義。

韓國也將自2027年起導入獨立的基本資本K-ICS監管門檻,因此同樣有理由在這些約束變得更具實質性之前,提前檢視資本品質、真實風險移轉,以及Structured Reinsurance的經濟性。

7. Why It Matters

台灣不應被簡單描述為一個「資本不足的保險市場」。

更深層的問題在於:以長期新台幣負債為基礎、同時持有龐大外幣海外資產的既有商業模式,現在正同時面對更具經濟敏感度的會計與清償能力制度,以及仍然高度波動的外匯市場。

因此,台灣真正走在的這條「鋼索」並不只關乎資本,而是必須同時平衡商品、資產、貨幣、資本與監管。

5. 재보험 구조가 풀어야 할 질문

  2. 환율위험까지 이전할 것인가: FX risk를 재보험사에 이전한다면 해당 위험에 대한 가격과 정산방식이 거래경제성을 좌우합니다.
  3. 자산은 어디에 둘 것인가: 자산이전형 Coinsurance, Funds Withheld 또는 Mod-Co 등 가능한 구조를 비교해야 합니다.

Taiwan’s life insurance sector entered 2026 with two major changes arriving at the same time: IFRS 17 and the Taiwan Insurance Capital Standard, or TW-ICS.

The new regime is important, but it did not create Taiwan’s core balance-sheet problem. That problem was built over many years as life insurers accumulated enormous portfolios of overseas assets to support long-duration domestic insurance liabilities.

At the end of June 2024, Taiwan’s life insurers had NT$32.52 trillion of available funds, of which NT$22.78 trillion — 70.05% — was invested overseas. The resulting currency mismatch has become one of the defining financial risks of the sector.

1. The Tightrope Has Three Cables

Taiwan’s challenge is best understood as the interaction of three structural forces.

First, life insurers carry long-duration policy liabilities. Second, the limited depth and yield of the domestic fixed-income market encouraged insurers to build very large overseas bond portfolios, predominantly in foreign currency. Third, TW-ICS introduces more risk-sensitive economic capital measurement.

The result is not merely an asset-liability duration issue. It is also a currency mismatch.

Hedging mitigates that mismatch, but it imposes a recurring economic cost. Taiwan FSC statistics showed that FX hedging swap costs reached a record NT$385.1 billion in 2024.

The sharp appreciation of the Taiwan dollar in 2025 made the residual risk even more visible. At the time, Taiwanese life insurers collectively held roughly US$700 billion of foreign assets and remained only partially hedged.

2. Fifteen Years of Transition Means Time — Not Risk Removal

Taiwan’s FSC has deliberately softened the transition into the new solvency framework.

Eligible insurers may apply selected transitional measures from January 1, 2026 through December 31, 2040. Interest-rate risk capital can initially be recognized at no less than 50% and then increase progressively toward full recognition. Selected newer risk modules, including longevity and lapse risk, can also be phased in over time.

This is a significant regulatory buffer. But its economic meaning should not be misunderstood.

The transition does not eliminate the underlying risk. It gives insurers time to restructure capital, improve ALM, retain earnings, adjust products and develop other risk-management solutions before the full capital requirement is reflected.

3. TW-ICS Reveals the FX Problem — It Did Not Create It

Taiwan’s currency exposure predates TW-ICS.

The underlying business model requires insurers to reconcile long-duration Taiwan-dollar liabilities with a domestic market that has historically offered insufficient investment capacity and yield for the scale of the industry. Large foreign bond allocations became a rational response.

But rational asset allocation can still create a different risk elsewhere on the balance sheet.

TW-ICS makes the economics of that trade-off more visible. It therefore increases the incentive to reconsider not only hedging, but also product mix, liability structure, asset allocation and risk transfer.

4. Where Reinsurance May Fit

Structured reinsurance can potentially address parts of the problem, but it should not be presented as a universal solution.

Coinsurance can transfer a broader share of insurance and asset-liability economics to a reinsurer. Asset-retention mechanisms such as Funds Withheld or Modified Coinsurance may allow supporting assets to remain with the cedant while economic risks are allocated according to the treaty.

This concept is particularly relevant in a market where moving a large portfolio of offshore assets may itself introduce operational, regulatory or currency-management complications.

However, public evidence does not yet support describing Taiwan’s life market as being in a broad “Funds Withheld coinsurance frenzy.” Academic and market work increasingly examines coinsurance as a possible capital and FX risk-management tool, but the regulatory treatment, pricing and significant-risk-transfer requirements remain critical.

5. What a Taiwan Reinsurance Structure Would Need to Solve

  1. Define the Risk: Determine whether the objective is insurance-risk relief, interest-rate risk transfer, FX risk transfer or a combination of exposures.
  2. Price the Currency Component: If the reinsurer assumes FX risk, the economic cost and settlement mechanism for that exposure become central to the transaction.
  3. Determine Asset Treatment: Compare conventional coinsurance with asset-retention mechanisms such as Funds Withheld or Mod-Co where appropriate.
  4. Recognize Counterparty Risk: Reducing market risk through reinsurance can create a large reinsurance recoverable and therefore a new credit exposure.
  5. Confirm TW-ICS Recognition: Economic risk transfer must translate into the intended regulatory risk-mitigation treatment for the structure to serve its capital objective.

6. What Korea Should Watch

The lesson for Korea is not that Funds Withheld coinsurance is Taiwan’s answer and should therefore become Korea’s answer.

The more important lesson is timing.

There is a major difference between managing a structural risk before regulation fully prices it and trying to restructure the balance sheet after the capital cost becomes binding.

Taiwan has secured a long transition period. That transition provides valuable time, but time has value only if it is used to change the underlying economics.

With Korea introducing a separate basic-capital K-ICS supervisory threshold from 2027, Korean insurers likewise have reason to examine capital quality, genuine risk transfer and the economics of structured reinsurance before those constraints become more binding.

7. Why It Matters

Taiwan should not simply be described as an insurance market with a capital shortage.

Its deeper challenge is that a business model built around long-duration Taiwan-dollar liabilities and very large foreign-currency investment portfolios is now meeting a more economically sensitive accounting and solvency framework — while currency markets themselves remain volatile.

The tightrope therefore runs across products, assets, currencies, capital and regulation at the same time.
