Why Risk Transfer — Not Cession Volume — Determines the Real Capital Value of Reinsurance
Executive Summary
Korea and Taiwan are moving in the same broad regulatory direction, but through different solvency frameworks. K-ICS has applied in Korea since 2023, while Taiwan introduced TW-ICS and IFRS 17 from 2026. Both systems make the economic cost of long-duration liabilities, market risk and insurance risk more visible.
This creates a stronger case for evaluating co-insurance and other structured reinsurance solutions as capital-management tools. Yet reinsurance does not “create” capital simply by moving liabilities. Its value comes from genuine risk transfer: reducing the risks that drive regulatory capital while preserving sufficient economic value after pricing, counterparty exposure and operational cost.
Full Coinsurance, Modified Coinsurance (Mod-Co), Funds Withheld and targeted risk-premium structures therefore need to be assessed separately. The right structure depends on which risk is binding, where the supporting assets should sit, and whether the resulting mitigation is recognized under K-ICS or TW-ICS.

1. Capital Liberation
Capital Value = Risk Transferred − Reinsurance Cost − Counterparty Cost − Other Frictions
|---|---|---|
K-ICS | TW-ICS |
Asset-Intensive Reinsurance
|---|---|---|
| Full Coinsurance |
| Funds Withheld |
| Risk-Premium / YRT |
Full Coinsurance
7. Why It Matters
✈️ Co-Pilot’s Dispatch
✈️ Captain’s Salute

Asset-Intensive Reinsurance
6. Why It Matters
✈️ Co-Pilot’s Dispatch
✈️ Captain’s Salute
Korea and Taiwan are moving toward more economically sensitive insurance capital frameworks, although their regulatory systems are neither identical nor converging into a single model.
Korea has operated under K-ICS since 2023. Taiwan introduced TW-ICS together with IFRS 17 from 2026. In both markets, the cost of carrying long-duration insurance, market and asset-liability risks is becoming more visible.
That makes structured reinsurance increasingly relevant to capital management.
But the basic principle deserves emphasis: reinsurance does not manufacture capital. It can reduce the amount of capital needed to support a risk when that risk is genuinely transferred and when the regulatory framework recognizes the mitigation.
1. What Does “Capital Liberation” Actually Mean?
An insurer holds regulatory capital because it retains risk.
If a reinsurance transaction transfers part of that risk to a reinsurer, the cedant may reduce the corresponding regulatory capital requirement and redeploy capital elsewhere.
The transaction therefore creates economic capital value only after considering the full trade-off:
Capital Value = Risk Transferred − Reinsurance Cost − Counterparty Cost − Other Frictions
A large cession percentage is not synonymous with a good capital transaction. What matters is the amount and quality of risk that actually leaves the cedant’s balance sheet.
2. K-ICS and TW-ICS: Same Direction, Different Systems
K-ICS measures solvency through the relationship between available capital and required capital. From 2027, Korea will also introduce a separate basic-capital K-ICS ratio, defined as basic capital divided by required capital, with a supervisory benchmark of 50%.
Taiwan’s TW-ICS uses its own capital and risk-capital framework. Selected insurers may apply transitional measures from 2026 through 2040, including a phased recognition of certain risk-capital components.
Both markets therefore place greater emphasis on the economic substance of risk. But a treaty that creates capital value under K-ICS cannot automatically be assumed to create the same result under TW-ICS.
| Dimension | Korea | Taiwan |
|---|---|---|
| Solvency Framework | K-ICS | TW-ICS |
| Effective Date | 2023 | 2026 |
| Additional Capital Development | 50% basic-capital K-ICS benchmark from 2027 | Selective transition measures through 2040 |
| Reinsurance Question | Does actual risk transfer reduce required capital? | Does actual risk transfer reduce recognized risk capital? |
3. Co-insurance Is Not Synonymous with Asset-Intensive Reinsurance
Co-insurance is one of the principal structures used in asset-intensive reinsurance, but the two terms are not interchangeable.
Asset-intensive reinsurance is the broader category: transactions involving long-duration liabilities where the economics of the supporting assets are material to the risk being transferred.
Different treaty structures allocate those economics differently.
| Structure | Asset Treatment | Primary Feature |
|---|---|---|
| Full Coinsurance | Supporting assets typically transferred | Broad policy and asset-liability economics transferred |
| Mod-Co | Supporting assets generally retained by cedant | Coinsurance economics with greater asset retention |
| Funds Withheld | Funds otherwise payable to reinsurer remain with cedant | Adjusts asset transfer and collateral / credit mechanics |
| Risk-Premium / YRT | Assets generally retained | Targeted transfer of insurance risk |
4. Move the Assets — or Keep Them?
One of the most important design choices in a co-insurance transaction is where the supporting assets should remain.
In full coinsurance, supporting assets are typically transferred to the reinsurer. This can transfer a broad range of policy economics but may reduce the cedant’s investment control and participation in future investment economics.
Mod-Co and Funds Withheld structures can preserve greater asset retention at the cedant.
But physical asset retention and economic risk retention are not the same thing. The decisive question is which party bears gains and losses under the treaty.
5. Five Tests for Genuine Capital Relief
- Which risk is consuming capital today?
- How much of that risk genuinely transfers to the reinsurer?
- Will the applicable solvency framework recognize that mitigation?
- What is the total economic cost — premium, fees, ceded investment economics and operational expense?
- Does the transaction remain attractive after counterparty credit exposure and other new risks are included?
6. Korea and Taiwan May Need Different Answers
Korea’s next regulatory step places greater attention on capital quality through the 2027 basic-capital K-ICS requirement. This increases the importance of comparing capital issuance with genuine risk reduction.
Taiwan’s challenge is different. TW-ICS is being introduced with a long transition period, while the life sector also carries a structural FX and overseas-asset issue.
Both markets therefore have reasons to evaluate structured reinsurance. But there is no reason to expect the optimal Korean transaction and the optimal Taiwanese transaction to look the same.
7. Why It Matters
Calling co-insurance an “instant capital-relief technology” is appealing, but incomplete.
A more accurate description is that co-insurance allows an insurer to transfer selected risks to another provider of risk-bearing capital and thereby redesign the economics of its own balance sheet.
The strongest transaction is therefore not the one that releases the most capital on day one. It is the one in which the economic value created by risk transfer remains greater than the cost of achieving it.
✈️ Co-Pilot’s Dispatch
Printing “Capital Relief” in large letters on page one of the treaty does not, regrettably, make capital lighter.
Supervisors have an inconvenient habit of reading on to find out who actually takes the loss. 😄
✈️ Captain’s Salute
K-ICS and TW-ICS are distinct solvency frameworks, but both are increasing the visibility of the economic cost of retained risk.
The value of structured reinsurance therefore depends on the balance between genuine risk transfer, transaction economics and regulatory capital recognition, rather than headline cession volume.
Summary
Full Coinsurance、Mod-Co、Funds Withheld、YRT
✈️ Co-Pilot’s Dispatch

Structured Reinsurance
Technical Note: Co-insurance, Modified Coinsurance, Funds Withheld and risk-premium reinsurance are distinct treaty mechanisms. Capital effects depend on contractual substance, actual risk transfer, asset treatment, pricing, counterparty exposure and recognition under the applicable solvency framework.
